O. Reg. 406/19 and Qualified Persons
On-site excess soil in Ontario is governed by Ontario Regulation 406/19 (On-Site and Excess Soil Management) and related rules, including RPRA Excess Soil Registry notices.
Public-record soil-quality indicators in FillFinder are heuristics only. They are not a characterization by a Qualified Person (QP) under O. Reg. 406/19. Table 1 / 2 / 3 (or any other) quality designations require a QP. Receiving sites above applicable thresholds generally require a QP-signed assessment and a filed RPRA notice before accepting soil. Municipal site-alteration by-laws may impose further conditions.
You — not FillFinder — are responsible for retaining a QP where the law requires one, filing notices, and confirming a receiving site may legally accept the soil.
Rankings and haul costs are estimates
Matches are ranked by distance, volume, a haul-cost estimate, and a soil-quality likelihood. Those rankings are software estimates, not site surveys, not engineering opinions, and not quotes.
The haul-cost figure is a ballpark using a simple model: 2 × kilometres × dollars per kilometre × number of tri-axle loads. It ignores wait time, fuel, tipping fees, road restrictions, backhaul, seasonal conditions, and contractor rates. It is not a quote and not an offer to haul.
Public records may be stale or wrong
Candidate sites are drawn from municipal open data (for example building permits) and the RPRA Excess Soil Registry. Feeds can lag, omit fields, duplicate records, or describe projects that have finished, been cancelled, or never need fill. Geocoding (Nominatim / OpenStreetMap) can mis-place an address. Always verify with the source, the owner, and your own due diligence.
Marketplace listings are unverified
Surplus and wanted-fill posts, contact details, and uploaded geotechnical or laboratory PDFs are user claims. Stillbrook does not verify that the soil exists, that lab results are authentic, that the poster has authority, or that a site can legally receive fill. Treat every listing as unverified until you confirm it yourself.
No professional advice
Nothing on FillFinder is legal, engineering, geoscience, or environmental advice. If you need that advice, hire a licensed professional in Ontario.
